I would agree that a trophy would not constitute $, so I would guess that the rules would not apply in such a case.

In the item I cited, the prizes are something like $500., $300. and $100. and a print of an article written (which, I suppose, has some $value).

If, for the sake of $ 500 awarded, the firm doing the contest HAS to fill out (with Lawyer or Accountant help, of course) even one small form and pay, say 10% as a TAX (extra), then *I* would say that is too much. Why put yourself in the potential place of breaking some "nutty" law when you can avoid it altogether?

*IF* the law made it the RECIPIENT's responsibility, I would feel differently. Of course, then winners would feel that THEY had been cheated, having to pay out 10% and fill out some forms.
I understand that the famous TV game shows operate this way and that "big" winners don't mind but small winners get P.O.ed.
