There are (minor) jurisdictions where a runoff is done here (Canada) too.
But the wider method by far, and still all of the "important" elections, are straight plurality. Similar to the U.S., actually, where, for instance, Clinton achieved the Presidency the same way when Perot got an extraordinary percentage of votes.

And yes, you did 'ask' on Wiki. And I objected. Seemed reasonable to do so at the time, the question having been posed. Especially when you made it clear that you were still hoping to eliminate "Zorro" with that approach.

As you say, the question of Zorro/Viper is now moot. I would have liked to hear why Zorro was out-of-bounds though. It can't be because of trademark issues, because neither book titles nor movie titles are copyrightable. And "Taz", a character name, may have been copyright yet has been a code name.

UPDATE: Seeing Ken's later reply I see that the liklihood is that it has been used before and so does not qualify.
