Following the Windows help on this, these are the steps to create a local user:

After I go to Users in Control panel, click the Advanced tab, click the Advanced button. In the users folder, add a new user. I do so, assign a password. Exit out and logoff.

When I log this new user on, I get the following error:

Windows cannot log you on because the profile cannot be loaded. Contact your network administrator.

DETAIL - The system cannot find the file specified.

I have no idea that file was specified. I created a folder with the name of that user in the C:\Documents and Settings folder and copied the contents of the All Users folder into it. What am I missing in order to create a new local user?
