Mark,
Another item that you will have to get acquainted with is the Group Policy editor. Under the System32 directory, double-click on GPEdit.msc. This is where all default settings for system and users are configured.

Nothing is usually good. If nothing is specified the Default policy set up in the Policy editor is used.
