In my college studies on Environmental Control we came across a product put out by one of the companies in the industry (Honeywell I think). It was a gadget that looked exactly like a thermostat except that the only thing it did was gradually move the temperature reading to the temperature setting. They could be installed near a persons workstation and then the person was told that they now had control over their temp. Worked great unless the variance was really large.
