My slower box is a Sony VAIO P166 with 64MB of RAM and I run KDE 2.x on it, PostgreSQL, Visual Age for Java (IBM), StarOffice 5.2, Python, etc...
SO will take 75 seconds to load, but after it is up it runs ok.
If I had more memory things would run faster, of course.

So, a P200 is more than enough box to do what you want to do, especially since you have 128MB of RAM.
