I've read that their opposition leader has probably died yesterday, so this may be an internal thing, and probably an attempt to have USA blamed for this. Judging by the footage, the locals tried to shoot the missiles down, but can't do much that way. And keeping such a stash of ammunition downtown is just plain stupid. OTOH, it would make sense if they knew for certain the other side didn't have these high-precision missiles. If that holds, may be the other side just got them recently.
