I don't believe there will be indicriminant retaliation for this henious act, but rather there will be immense pressure applied to the governments of countries who are suspected giving refuge to these terrorists. They will be "encouraged" to give up the bastards, and if it is known that the terrorists are being protected by that government they and unfortunately the populace of that doomed country will pay a VERY high price.
