That's untrue Mark. Almost ever conflict (declared or not) that the US has been involved in as had a civillian component.
- WWII (Berlin, Hiroshima, Nagasaki)
- Vietnam
- Laos
- Iraq
- Belgrade
There isn't a single country involved in modern warfare that is innocent of targetting civilian populations.
