Flame is something which often happens on messageboards; it's when someone starts a thread of messages with a flammable subject, with the goal to start a long and hot dispute. Maybe there's an entry on "flame wars" somewhere in some hakers' or online slang dictionary.

Flamebait would thus be the message used to start such a dispute.
