You might try checking out the SilverFox Library SPCS for Windows from SilverWare, Inc., phone (214) 247-0131. (They are in Dallas, TX.) I have used their product, a library of function calls, in FPD and FPW for a number of years. I have not had any insurmountable problems running FPD or FPW 2.6 apps under Windows NT.

The manual is decent (documents all the calls & return codes, often gives coding examples plus they provide sample programs), and they will definitely answer questions on the phone. I would suggest calling them and asking about modem pool support.
