Do you still have the problem if you copy the .exe to each workstation (and only leave data on the server) ?
I always have the .exe on each workstation, and I use a Nick's launcher to aid in distribution of the exe. I have never had the slowdown problem you are describing; my applications use more than 1 or 2 tables, and there is almost always more than one person using the application.

BTW, even when I used to have the .exe file residing on the server, I did not experience this problem.
