The information is stored under HKEY_CURRENT_USER\Software\Microsoft\INternet Account manager\Accounts. Various keys are created under there for each account you setup. For example, a test mail account I just setup was created as key value 00000002 and the "SMTP Server" value is stored under that key. You can use the registry class in the registry class library (FoxPro foundation classes) to access and change the value.

Note: You can't do it through Outlook Express because it is not an automation server.
