what does it mean ?

when i go to the screen to select the activex controls that
will be available in the toolbar, the top element in the list
has the checkbox showing, but no description of the entry.

FWIW, i've seen the same thing happen in the setup wizard
when i open the dialog box to select activex controls to
be included. i frequently have 2 or 3 blank entries at the
top of the list.

any idea why that is, or what it means ?
