At DOS prompt Type ftp and you'll get ftp prompt. Now you can enter ftp command:
Help - the list of commands
Help Dir - help on Dir command
Bye - end FTP session

AFAIK, No.

If you're planning to do that from VFP take a look at file#922 and file#9215.
