The 16 bit VB runtimes are not a part of the OS, and if you're using VB5 or VB6 I don't think they are included either. Unless your distribution routine already has them, they won't be on the target machine.
I can't think of anything else. Probably someone with a VB4 background will be able to pin-point your problem, since they had to deal with the VBX 16-bit to OCX 32-bit change.
