This is a special punctuation to express his feel.

1. disbelief - ask for real
2. rant - WTF... blaming..

There will be another punctuation.

!?

For example:

A: xxxxx
B: Are you kidding !?
A: No kid at all !

! - Unexpected and suprised
? - unbelievable and ask for real

Do it mean the writer with poor writing skill !?
I don't think so!
