Original problem:
Only user is developer.
Opening a table with USE ? calls the file dialog box. ReadOnly is not checked, file opens ReadOnly. Check ReadOnly box and get "File access denied". Exclusive is not an issue at all. Table cannot be opened Shared or Exclu.
Opening a table with USE tablename works without problem. If file dialog box opens, problem occurs ie Call table from Data Session window gives problem.
Only occurs on some workstations. All using same hub back to server.
Does not occur if table is on local drive.
Does not occur if MS client is used.

Problem after your suggestions:
Same as above, except now USE ? give "File access denied".

When Novell client is replaced with MS client:
Nprint cannot be used with additional parameters. eg
NPRINT <i>filename</i> J=<i>printerdefinitionfile</i> Q=<i>printerqueuename</i> F=<i>form number</i>
does not work.
NPRINT <i>filename</i>
works.
Pconsole has no effect on print files.

Bummer.
