That would apply to most OCX's out there, but since the ImgEdit.ocx comes with most windows versions, including it in the distribution and registering it on target machines will create conflicts, especially if the windows flavor is different than that of your development machine.
Unless you have purchased the professional version of the Imaging for Windows software, it is best to avoid the inclusion of any imaging for windows controls because the EXE will just use whatever is installed.
Another thing with these is that if you don't have the professional version you would violate the license agreement if you distribute them.
