Okay, the files that are being copied out are not the correct ones. When you select vfp7htmlhelp.msm, foxhhelp.exe and foxhhelpps.dll are being copied out. The files that are really used are foxhhelp7.exe and foxxhelpps7.dll. After trying this out by copying the files over and running foxhhelp7 /regserver, pressing f1 works.....
