when you say to "display a report" are you talking about the REPORT PREVIEW?
it already has scrollbars and you can move it inside your own MDI form if you want to

IAC the ActiveX controls of the scrollbar ship with VFP to use them you just take a container which will be the actual "form"
and change its left and top properties according to the scrollbar value
