There is no Best Way, just options,
HTML is the (normal) way an intenet applicaton works, Where you could use VFP to merge VFP data into HTML forms, and then they are viewable from the web
inside a browser. However the trouble with this method is the learning curve and server / and hardware requirments.

A somewhat simplier approach might be to look at the Vodoo Controls. Where Vodoo controls make the necessary html's files for you.

Or depending on your requirments, you could put your dbf's index's and dbc on a shared drive over the internet, and install the users with your custom application, to read from a mapped drive pointing to the shared drive.
