The article http://www.craigberntson.com/Articles/kb003.htm shows how to Limit Simultaneous Users of your application. You can use the same technic to keep track who is using your application. There're also some network utilites that allow to display who is using specific file on network.
BTW, it's beter to keep your exe localy for performance and maintenance reason. Take a look at launcher programs in the download section
