I found the problem to be an oversight. I foxhhelp7.exe and foxhhelpps7.dll were not being copied. The files foxhhelp.exe and foxhhelpps.dll were. I didn't notice the 7 at the end of each file. When checking the merge modules, the files w/o the 7 are copied. So if I manually include the ones w/ the 7 and register the guy manually, it should work just fine.
