You can use my Shortcut Link Files DLL from the download section.

In addition to the reference to the Windows Script Host, you might want to look at the series of articles Ed Rauh and I wrote on it at www.vfug.org. The series began in the Sept. 2000 issue of the newsletter. Creating shortcut links using the WSH was covered in the following month's issue.
