Master Browser Wars:

It depends on the OS. In 98, you have to change the browse master setting from the default of automatic. That will stop it. On W2K and NT, it usually doesn't occur unless the pdc is down when another NT/W2K machine is booted. When the pdc comes up again, it wrestles control back. As a last resort, you can disable the browser service on the machines causing the problem.
