I hope someone from Microsoft will comment it! As I know there are not so many developers working on VFP.

Maybe you can get your hands on at least Beta1 of .Net, but I don't know if that has the file you're looking for or not. I had only installed the VFP7 from Beta1, and that's been uninstalled so it appears I don't have that file on any of my machines.
