>Seems like even sources at Microsoft aren't sure what to do about this just yet. .NET is still in beta, so you can't go buy it. Maybe you can get your hands on at least Beta1 of .Net, but I don't know if that has the file you're looking for or not. I had only installed the VFP7 from Beta1, and that's been uninstalled so it appears I don't have that file on any of my machines.
