>"Free exercise" is FREE exercise, for either or the student or the staff. The Bill of Rights didn't mention any exceptions based on the individual's employer.
There are lots of things an employee is constitutionally entitled to do that he can't do at work.
And, for that matter, the teacher's allowed to pray in school, too, just not to lead the students in prayer.

FWIW, I think the authorities in question were wrong. Since you're the only person I've heard mention this case, can you give me a link to check it out.
