Those are considered applications, not as much developer tools, plus it is a pricing issue. The price of MSDN Pro is very inexpensive for what you get and if OfficeXP/Visio was included, the price would be much more. MSDN Enterprise and MSDN Universal are the next step up and both include OfficeXP/Visio, as well as SQLServer.
