Do a Regedit search to find the place where this stuff is stored. I don't have a 98 machine with OE in front of me right now, but something like "Prompt for Password" should be set to 0, it's probably set at 1 now. That's a direct way to fix it, if you're familiar with registry fixes.

I'll try this nice UT "update" feature out here. If your OE password is stuck "on" with 98, look in this registry area for the several "Prompt for Password" properties, and alter the settings as noted above:
