Seems not unreasonable to associate terrorism with fear - did a lot of your people just change their minds about flying just recently or were they afraid. Did they check their wardrobes & discover they were missing the latest style gas mask & go out & buy one to keep their wardrobe up to date, or were they afraid ?

At the end of the war, you will have to come to a compromise with all parties involved, in order to live together & rebuild societies. All of life is built on compromises.
