Herb,
It may be that you can't use FTP at all. Many firewalls are configured to not allow the FTP port through even if it is authenticated. Have you contacted the site with the firewall to see if they have the FTP port(s) open?

One suggestion I have is to use Rick Strahl's wwIPStuff utilities. He has methods that allow communication via the HTTP port (80). Since most firewalls allow this port, it has been extremely useful to me.
