The first hit I got on Google was http://www.cai.com/arcserve/

I don't use that specific product, but you'll want to look in its docs for command-line operation.

Typically you create a backup "job" within the program itself, which defines what you want to back up and the backup target (e.g. tape drive). If you were to name this job something like "Ad-hoc Backup" you could then call it from the command line with something like
<i>Drive:\Directory\ArcServeExecutable</i> "Ad-hoc Backup"
