I did a quick search on that error code, Lots of pages returned referring to ADO Connections.
If you use any, you might want to check them.

Other thing I would check is Security,
You are running win98se which is very different from (especially in security terms) from the NT codebase that the server is running,
They may need to run DCOMCFG to configure the COM Object permissions.
