Oracle does not support "dirty reads".
Oracle is the only database that handles this properly. Other db's lack this.

Oracle always give you a read consistent view of the data...
Readers don't block writers and writers don't block readers...

You get the right answer at the point in time you query even if it takes a long time to complete and your query will never block.
