Crazy indeed. Having taught for 18 years and having been a local NEA negotiator for 9 of them, I can tell you that the law will be obeyed only as long as it corresponds to NEA dogma and political direction, a concept that escaped me until I encountered it first hand while defending a teacher against board accusations. His 'crime' was that he had long hair, therefore he must be suspect. The state NEA representative went into private negotiations with the board and the result was that the teacher was canned and the board accepted installation of new social science text books - books that were more subversive than anything the art teacher did or could have done. I resigned the NEA.
Since then I have noticed several incidents where the NEA has encouraged violation of laws which were not aligned with their political positions.
