The initial requirement is for nested reporting - i.e. two independent reporting formats which may reside *on the same page*. Crystal seems to let us do the nested reports, but forces the second one to go to a new page. The first format is tabular-oriented data, with some summary information, the second is twin columns. Bit hard to explain without the visuals. Its similar to some of the utility-type bills we get here.

Maybe Crystal can do it, and I am simply not proficient enough yet to pull it off, so I will check my ego at the door if someone can enlighten me.
