May I add the following: Delphi has three distributions, standard, professional, and enterprise. In version 6, "standard" can be downloaded for free! As long as it isn't used to distribute commercial applications.
"Standard" used to be cheap in previous versions, too. Around US$ 100. Probably still the same price if you want to use "standard" for commercial applications.
