Another possibility is to use VFP to call WinFax Pro using DDE. There have been a couple of threads on UT about this in the past -- I have been able to set up a VFP 5.0 app that creates and faxes customized reports for each of a group of clients. Each client's fax phone number (plus a number of other identifying items) is stored in a VFP table. (Latest version of WinFax runs in Win 95 & Win NT.)
