While I can't point you to sources, my personal impression, from talking with different programmers here in Bolivia, is the following:
Programmers are still very much behind, in terms of applying modern development tools.
However, when developers decide to switch to Visual tools, the first choice seems to be Visual Basic, followed by Delphi.
