Each line represents a component of the project.
My rough understanding is that the number is a key value, the "P" means program and could be M, F etc for menus or forms or whatever, then there's the relative file location, a couple of logical flags, one of which would mean "excluded", then there's the code page. Anyway you could work out each value's meaning by comparing the line with an entry in the actual project file. This allows sourcesafe to "update project list" between multiple developers.
