I assume that VFP5 has been properly installed on the machine, by a user that had administrative privileges:

VERSION() on your machine should report "Visual FoxPro 05.00.00.0415 for Windows". If not, download Visual Studio 97 Service Pack 3 and apply it.

If you are not logged in with administrative privileges, do so and see if that makes any difference.
