My point was not that the PDC is not a great place to learn XML, etc. It is!
The point was that they say to go to the PDC and be the
first to get tools for creating/consuming web services! That is marketing talk and not technically true as VFP7 is the first production Microsoft language or tool to do that (to my knowledge).
