Have you tried, the internet options either in the control panel or under IE tools - internet options. under programs you select your - associated email program which is associated with IE... or the mailto: link.

But I do recall there was in the control palnel somplace, an email option which selected the system wide default email program, but on my windows 2000 I cant seem to find it,

In outlook express however, you can go to. tools - options and select weather or not outlook express is the default email application on the machine.
I am sure there is a setting like that in Outlook... Sorry I would check but I dont load outlook on my laptop.

In the beginning, there was a command prompt, and all was well.
