Draw a 32x32 Icon with the ImagEditor, and then add to that file the a 16x16 icon version, the ImagEditor allows you doing this, in order to give windows 95 access to both versions of the icon (Normal and Small icons at the explorer and the statrt menu)
Watch your steps, dont use save as to save the 32x32 and 16x16 icons to the same file. The article I refernced, has complete instruction for the task.
