I would like to be able to run Net Meeting on my computer at home and at my workstation at the office and enable desktop sharing (with passwords for protection) so that I can connect to my computer at work and diagnose any problems if I am called at home. How can I make my computer's IP address (at work) visible to anyone on the internet?

What you are going to have to do is talk to your sysadmin and have the server route the appropriate ports to your internal ip address. You also need to assign yourself a permanent ip address to ensure you get the same one every time.
