The reason why Austro-Hungarian empire eventually crumbled was that they never changed anything. When anyone came up with a proposition for a new thing, they always had three good, sound and valid reasons to reject it:

1) we have always done it this way
2) we have never done it that way
3) if we changed something now, then tomorrow another one would come asking for another change.
