Based on you not being able to ping my address, Max is right. You are using private IP addressing. Meaning that use TCP/IP to coomuciate but it is a "fake" address outside of your building. To browse the internet I am guessing you are using a shared IP connection through your DHCP or firewall. To chime in with everyone else....see your sysadmin.
