During the installation of IS, the merge modules are installed to the folder C:\Program Files\InstallShield\InstallShield Express Visual FoxPro Limited Edition\Modules\i386.

You can copy them from the CD or Download. They are located in the folder: x:\english\vfp70\installshield\program files\installshield\installshield express visual foxpro limited edition\modules\i386

Otherwise, you may try uninstalling IS, then re-installing to see if this corrects the problem.
