Yes, letters with powder in them or powder on a plane's washroom cause a huge stir now.

It looks like less than 10 letters so far out of billions, but communications are so fast today that it looks like much much more.

In fact communications are so fast today, and so repetitive, and go on for so long, that one single unusual event of any kind can cause huge ripples, all over the place.

The bad guys don't need a "weapon of mass destruction". An event as outlined above quickly becomes a "weapon of mass disruption", and we do it all to ourselves.
